Get rid of the Pick up section in GFx

Its useless. PM can just post the requested graphics in the request thread or pm them.

follow the CDX points system
0.5 points = Attempts
1 points = Requests
2 points = GFx Job
GFx staff must maintain 3 points to stay in GFx. Criteria may change.
