a text mod is takingg a piece of text in the game, and changing it how you want...
when he puts no hex value, that means that YOU get to change it to be what you want
EXAMPLE

in offline mode you can restrain people. so if you take that code, copy it into your browser, all the way on the right side in the ascii part, it should say Restrain, now all you do is you take the letter, lets say you go to the R, click X on it, and change it to whatever you want, say you change it do a D, so then it will say Destrain in your ascii.
Now find a person and rifle butt them until they give up. Now go up to em and see if it worked correctly and says "Destrain" instead of "Restrain"
the ones that already have a hex value are already put in and saved so like....
